Only dominant gene is expressed regardless of homozygous condition or heterozygous condition. The effect  of recessive trait is suppressed by dominant trait in heterozygous individual.

If the individual is heterozygous, recessive trait will not be seen and if there recessive phenotype then it has to be homozygous. Thus, an organism can’t be heterozygous recessive.
