Yes. When lactose levels are high, it is isomerizes to allolactose by enzyme b-galactosidase. Allolactose then bind to lac repressor protein making it inactive and thus repressor protein cannot bind to operator region. This causes transcription of l ac genes to start which will produce lactose degrading enzymes.
